The -ing form is used
1. as the subject of a sentence: SMOKING is unhealthy
2. after prepositions: We are thinking ABOUT going to New York
3. after some verbs: I ENJOY swimming
The infinitive with to is used
1. to express purpose: We are studying hard TO PASS the exam
2. after some adjectives: It's DIFFICULT to find work these days

The bare infinitive (infinitive without to) is used
